Depending on the state's laws, very likely he can. I looked up Wyoming's driver handbook just now, and it only states about driving on public roads. My bet is on his own property it's fine. I know it's illegal for kids to drive ATVs on public road before a certain age, but there's no restriction for private property.

The concerns I have is the possibility he might hit the house or other structure and hurts himself or cause damage. Or turn incorrectly and he flips. Or he might think to just keep on going and take a spin around the block. This is a big decision.

Yes, on own property, as long as he does not fall asleep while plowing! How bad is the dementia? I have sleep apnea, but I also have and use a C-Pap machine. And drive. The sleep study overnight will take care of the apnea needs. Dementia could be caused by it, and remedied by getting enough oxygen at night. Mine did.

Sounds dangerous. I would be so worried that he would get hurt. Prayers you get this worked out.
